The Oregon Energy Assistance Program (OEAP) was created during the 1999 legislative session. Funding is generated from all categories of customers receiving electricity serviced through investor-based electricity providers in Oregon. OEAP is not an entitlement program. It is an assistance program designed to assist low-income households who are in danger of having their electricity service disconnected due to home heating costs.

| Eligibility Requirements / How To Apply |
|
To be eligible, a household's income must be at or below 60 percent of Oregon´s median income. These levels are based on household income and household size. A household must have documented energy costs and both homeowner and renter households are eligible.
OHCS uses a system of subgrantee agencies to determine applicant eligibility and delivery of services. Applications are made through your local Community Action Agency (.pdf) or a local senior service agency.
