GENERAL INFORMATION
- This position is with the Oregon Department of Energy, Nuclear Safety & Facility Siting Division, and is located in Hermiston. The Oregon Department of Energy has approximately 90 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.
- This recruitment will be used to establish a list of qualified people. The list will be used to fill the current vacancy and may be used to fill other vacancies as they occur.
- This is a permanent, job share (50%) position and receives prorated fringe benefits. The State of Oregon provides an attractive, cafeteria-style benefit plan that includes employer contributions toward a variety of medical and dental plans covering employees and dependants, participation in the Oregon Public Service Retirement Plan (OPSRP), and a deferred compensation plan.

TO QUALIFY

- A Bachelor's Degree in Business or Public Administration, Economics, Communications, Physical Science, Public Policy & Management or a field related to energy; and four years professional-level evaluative, research, analytical and resource planning work in a field related to energy. OR
- Any combination of experience and education equivalent to seven years of experience that supports professional-level evaluative, research, analytical and resource planning work in a field related to energy.
- Preference will be given to those who have experience working with wind or geothermal energy.

DESCRIPTION OF DUTIES
The purpose of this position is to develop relationships with external organizations and provide consultative evaluation and advice to the director, assistant director, and program manager on strategic planning, policies, initiatives, and operations in order to promote the development of renewable energy, and sustainability in Oregon. This position coordinates the agency’s wind and geothermal efforts. Major duties include:
- Co-convene and coordinate the Oregon Wind Working Group and the Geothermal Working Group to facilitate sharing of information and coordination of activities among key stakeholder groups, and to identify specific policies, projects, and actions to promote wind and geothermal energy in Oregon.
- Network with and foster communications among various state and federal agencies, local governments, utilities, universities, non-governmental organizations, industry associations and others involved in renewable energy to help ensure coordination of policies, goals, programs and efforts and assure consistency with state goals and objectives. Mediate differences over strategic views, policies, and programs.
- Represent the agency, review and analyze materials, and provide recommendations to other energy organizations in deliberations and forums concerning development of policies and programs affecting renewable energy in Oregon. Examples include utility Integrated Resource Plans, the Northwest Power Council’s five-year plans, and the Bonneville Power Administration’s Regional Policy Dialogue on rates and programs.
- Network, share information and experiences, and collaborate with sister agencies responsible for renewable energy development in other states, especially neighboring states of California, Washington, Idaho, to ensure consistency in our respective policies and programs.
- Discuss, analyze, and advise the Director on administrative rules, policies, procedures, and interpretations relating to development of renewable energy in Oregon. Prepare written comments for signature and agency’s official position.
- Work with developers, irrigation districts, utilities, residential customers, other agencies and other ODOE staff to support the development of small hydro electric systems. Provide analysis of individual site resource potential for small hydro electric development, interpret applicable laws, and assist with review of tax credit applications
- Actively facilitate implementation of the Renewable Energy Action Plan. Specifically focus on development of wind and geothermal resources to ensure activities completed. Work with developers, utilities and government entities to support development of distributed generation and enhancements to the transmission system that make it more secure, reliable and efficient. Monitor and evaluate activities and recommend revisions as necessary.
- Coordinate with utilities, the Energy Trust of Oregon, Northwest Energy Efficiency Alliance, and others to coordinate services and incentives among our respective renewable energy programs to ensure maximum effectiveness and minimize administrative burdens on customers.
- Provide consultation to the Energy Trust of Oregon , Northwest Energy Efficiency Alliance, or others to develop pilot programs and other special projects promoting renewable energy technologies.
- Identify opportunities for grants and external funding, identify potential projects, enlist partners, and prepare grant applications to help accomplish state and agency goals and objectives related to renewable energy development in Oregon.
- Administer grants and contracts from federal agencies and others and track budgets to ensure work is completed as obligated. Prepare monthly, quarterly, annual, and final reports as required.
- Manage contracts related to renewable energy. This includes developing the statement of work, coordinating the contractor selection (RFP) process, and monitoring work products and budget to assure timely and quality completion.
- Make presentations to customer groups promoting on state policies, programs and projects promoting renewable energy. Conduct training on specific aspects of programs as necessary.
WORKING CONDITIONS
- Regular travel throughout the state and region.
- Occasional interstate travel.
- Attendance at evening and weekend meetings or events occasionally may be required.
- Occasional flexibility on hours may be required to accommodate short project timelines.
- Must be able to work independently with few formal written guidelines and without close supervision.
- Must have a valid driver’s license and a good driving record; if not, you must be able to provide and acceptable method of transportation.
