GENERAL INFORMATION
 
  • This position is with the Oregon Department of Energy, Building Technologies Division, and is located in Salem. The Oregon Department of Energy has approximately 90 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.
 
  • This recruitment will be used to establish a list of qualified people.  The list will be used to fill the current vacancy and may be used to fill other vacancies as they occur.
 
  • This is a permanent, full-time position.  The position receives full fringe benefits. The State of Oregon provides an attractive, cafeteria-style benefit plan that includes employer contributions toward a variety of medical and dental plans covering employees and dependants, participation in the Oregon Public Service Retirement Plan (OPSRP), and a deferred compensation plan.

TO QUALIFY

  • A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program OR
 
  • Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
 
  • In the "Work History" section on your application you must clearly describe your experience in each of the areas listed.  Failure to provide this information may result in eliminating your application from further consideration.
 
  • Credits must be from an accredited college or university.  A photocopy of your transcripts must be submitted with your application form.

  • Preference may be given for those who have program experience with K-12 schools or university systems or for those with project management experience or certification.
 
DESIRED ATTRIBUTES 
The candidate we are seeking must have a work history that demonstrates:
 
  • Program experience in an energy or natural resource-related field.
  • Experience in energy or facilities management in commercial/institutional buildings.
  • Sufficient experience and or training and education to have developed a broad understanding of energy management concepts, principles and issues.
  • The ability to proactively search out and initiate contact with parties external to the agency and establish an extensive network of professional contacts.
  • Excellent written and oral communication skills.
  • Strong presentation skills and ability to motivate others.
  • Experience using standard computer and communications equipment and common software applications.

DUTIES AND RESPONSIBILITIES
 
The primary focus of this position is to provide technical and program services for Oregon K-12 Schools Programs, the Energy Savings Performance Contracting (ESPC) Program, High Performance Schools, with emphasis on the SB1149 Schools Program.  This position will also provide coordination with and support for other department programs related to non-residential buildings as needed, including but not limited to the State Energy Efficient Design (SEED) program, Business Energy Tax Credit (BETC), the State Energy Loan Program (SELP) and the non-residential building code.  Examples of work duties include, but are not limited to:
 
  • Perform technical research and feasibility studies on new energy-related technologies.
 
  • Provide technical analysis and review of proposed energy-efficiency projects for department programs. 
 
  • Provide technical assistance and consultation to other state programs, customer groups, and the general public.
 
  • Conduct energy audits to identify potential energy efficiency projects.  Prepare reports and include analysis of energy savings, recommend energy efficient technologies and strategies, estimate construction costs, and determine overall cost effectiveness.  Write report of findings and include other facilities related issues that are useful to the owner. Such issues may include information affecting indoor air quality, hazardous equipment conditions, and other maintenance issues.
 
  • Develop technical specifications for inclusion in state programs and administrative rules.
 
  • Implement, monitor and evaluate existing K-12 programs to ensure consistency statewide and recommend revisions to guidelines and administrative rules as necessary.
 
  • Coordinate program development and implementation efforts with other agencies, local government, and schools to integrate program objectives with customer needs and requirements.
 
  • Meet with stakeholders and interest groups to promote Oregon energy policies, programs, and new energy technologies.
 
  • Help senior staff plan, design, operate and evaluate new projects and programs to promote new energy efficiency programs or new technologies.
 
  • Develop and write grant proposals, develop statement of work and enlist partners in proposals for grant funding.  Develop budget(s) and incentives for new projects.
 
  • Write statement of work and evaluation criteria for RFPs for multiple contracts. Participate in the contractor selection process and manage contracts for projects of appropriate scope.
 
  • Assess policy implications and make policy recommendations concerning new and emerging energy technologies to the Director and the legislature.
 
WORKING CONDITIONS
 
  • Regular travel throughout the state and region.  Occasional interstate travel.  Attendance at evening and weekend meetings or events occasionally will be required. Flexibility on hours may be required to accommodate short project timelines.  Must be able to work independently with few formal written guidelines and without close supervision.  Must have valid driver’s license and a good driving record; if not, you must be able to provide an acceptable method of transportation.
 
  • This position is required to perform basic energy audits and inspections of non-residential facilities.  This involves various physical activities, and exposure to conditions and risks normally found at construction sites and mechanical equipment. It includes but is not limited to climbing ladders and steep stairways with limited handholds; navigating rooftops, elevated walkways, slippery surfaces, crawlspaces and other tight spaces; and exposure to charged electrical and mechanical equipment.
 
  • This position exists in a typical office environment. It involves up to eight hours per day spent sitting at a desk operating computer and communication equipment with multiple distractions and interruptions.
