GENERAL INFORMATION
- This position is with the Oregon Department of Energy, Nuclear Safety and Energy Siting Division, and is located in Hermiston. The Oregon Department of Energy has approximately 90 employees and is responsible for promoting the efficient use of energy resources, developing an energy supply that is renewable, affordable and reliable, and regulating the transport and cleanup of radioactive waste.
- This recruitment will be used to establish a list of qualified people. The list will be used to fill the current vacancy and may be used to fill other vacancies as they occur.
- This position is full-time but limited duration through June 30, 2009. This position will be requested as a permanent position in the 2009-2011 budget to the Legislature.
- The position receives full fringe benefits. TO QUALIFY

- A Bachelor’s degree in a scientific, engineering, or planning field AND
- Two years of professional-level work experience in science, environmental impact analysis, engineering, or energy regulation. OR
- Five years of work experience in any of the above fields; two of which must have been at the professional level.
A Master’s, Doctorate, or Law degree may substitute for one year of the work experience.

- Credits must be from an accredited college or university. A photocopy of your transcripts must be submitted with your application form.
- Preference may be given to those who have knowledge and program experience in permitting, construction, or operation of energy facilities.

DUTIES AND RESPONSIBILITIES
The purpose of this position is to implement the division’s role in ensuring that the design, siting, construction, operation and dismantlement of low to moderate controversy energy facilities are consistent with Oregon’s rules and regulations, while assuring public health, safety and environmental quality standards are met for the development and operation of environmentally compatible energy sources. Major duties include:
- In participation with the Siting Manager, coordinate the work of an interdisciplinary team of agency staff, state agencies, attorneys, and contractors in reviewing site certificate applications and amendment requests for accuracy, completeness, and consistency with agency and state policies and Energy Facility Siting Council (EFSC) standards. Develop written findings reflecting the team’s application review.
- Prepare project orders, completeness determination, draft proposed orders and proposed orders within project timeframes that meet, at a minimum requirements in statute at ORS 469.300 et seq. Assess the need for contract support, and coordinate request with management.
- Review assigned applications to identify and elevate significant issues. Work with the project team to evaluate economic, financial, scientific and engineering studies submitted by energy facility developers for reasonable methods and assumptions.
- In coordination with the Siting Manager, develop cost estimates for applicants and using sound project management techniques maintain and monitor project performance to identify scope, schedule or cost variances. Implement project corrective actions when required.
- Schedule site visits and coordinate with necessary technical staff to verify compliance with site certificate conditions and conduct necessary field visits. Prepare written site visit reports complied from technical resources.
- Serve as staff to Hearing Officer in contested cases on applications for site certificate. Prepare the record of decision for the contested case; serve all required documents to parties and to the Supreme Court if the case id appealed.
- Provide analysis of emerging issues associated with energy development and conveyance to senior management, along with recommendations for establishing and modifying policy, revising administrative rules and statutes, and developing new administrative rules.
- Testify as technical staff at EFSC meetings and in public hearings and contested case hearing proceedings. Participate in preparing legal briefs used in contested case proceedings. Recommend solutions that may establish precedents and affect the energy industry.
WORKING CONDITIONS
This position requires frequent overnight travel, most often by car. Must have valid driver’s license and a good driving record; if not, you must be able to provide an acceptable method of transportation. The person in this position may be involved with a site/facility tour, which could result in exposure to industrial hazards and may require extensive walking on uneven ground, standing, and/or climbing steep stairways with limited handholds. This position requires participation in long meetings that often extend into evening hours. As energy siting issues are often contentious, the person in this position will occasionally have to deal with hostile persons.
EXAM
