Tier Three applications consist of projects that use or produce renewable energy resources that have a projected project cost equal to or greater than $6,000,000. Projects that use or produce renewable energy resources include, but are not limited to, biomass, geothermal, hydro, solar photovoltaic, solar thermal and wind. ODOE reviews these applications in a competitive process that follows the requirements in ORS Chapter 469 and determines which projects will receive a BETC. ODOE’s goal is to allocate tax credits to those projects that give the greatest overall value for Oregon taxpayer money.
 
In May 2010, ODOE announced that up to $30 million in tax credits would be available for Tier Three applications during the June – November 2010 funding period.

Third Party Review 
 November, 2010   Offer of Preliminary Certification to applications that pass Technical and Third Party Review, with program specific conditions. Once ODOE awards preliminary certificates, ODOE will post information about the awarded applications.
